Exactly how fast he can go is anyone's guess. While deceased, Nathan was a spirit given substance. When he was around someone who possesses the talent of empathy, not only could he be seen by this person, but he could be "physically" touched by them as well. PAST/BIO (what they've been doing the past five years for Canon characters):Nathan had a very successful Congressional career. He helped in bridging the city and nation together after "Sylar" destroyed a great deal of the city of New York. A handful of years later, and due to many lucky situations, he became President of the United States. He was very early in his presidency when Sylar came for him. Death normally ends one's existence on this planet, but not in Nathan's case. His spirit remained, traumatized by what had happened, but not willing to leave. He dwelt in a fog for four years, twisting in and out of conscious thought--until something changed in his existence and made him continually conscious in early January of 2013. He became aware and now could not just be seen but touched as well by two of the people who had been closest to him in life, his wife and his brother. He can't explain it nor really understands why, but he's not asking questions. Instead, he's decided to just go with things as they happen, whatever that will bring him.
